Title

Construction of a refinery.

Objectives

  • Construction of an oil refinery in Seversk with the crude processing capacity of 10 000 tons of oil per year to produce: diesel fuel, petrol, black oil.
  • Production output should provide a sales revenue of £200,000.
  • Creation of 24 jobs including 17 jobs for former employees of SCK.
  • Meeting the customers' needs in oil products in Seversk and Tomsk.

Summary

The area around Tomsk is rich in raw material as there are many oilfields, but there is no refinery. However there is a shortage of fuel oil available in the region of Tomsk so it is currently being supplied from outside the region while the oil is exported.

Seversk-Oil Ltd. plans to build a mini oil refinery on a brown field site located at a distance of 4-5 km from Seversk to meet the local market of Seversk and Tomsk region demand for diesel fuel, petrol, black oil. Potential consumers of the products are local, agriculture and other firms that have either petrol-powered or diesel-powered motor vehicles as well as petrol stations while potential black oil consumers are boiler-houses.

Cost

Total cost of the project is £464,314. The DTI is funding a contribution of £200,000.

Duration

17 months - starting from 30 March 2007.
