Summary
The area around Tomsk is rich in raw material as there are many oilfields, but there is no refinery.
However there is a shortage of fuel oil available in the region of Tomsk so it is currently being
supplied from outside the region while the oil is exported.
Seversk-Oil Ltd. plans to build a mini oil refinery on a brown field site located at a distance of
4-5 km from Seversk to meet the local market of Seversk and Tomsk region demand for diesel fuel,
petrol, black oil. Potential consumers of the products are local, agriculture and other firms that
have either petrol-powered or diesel-powered motor vehicles as well as petrol stations while
potential black oil consumers are boiler-houses.
Cost
Total cost of the project is £464,314. The DTI is funding a contribution of £200,000.
