Marketing Research in Seversk
Title
Marketing Research and Business Plan Development for projects in the Closed Nuclear City of Seversk.
The projects include:
Evaluating the commercial potential for six individual projects that
would support defence conversion activities associated with the SGCE
(Siberian Group Of Chemical Enterprises/Siberian Chemical Kombinat (SCK)).
Preparation of a business plan and a full proposal for the establishment
of the Seversk Business Development Agency (BDA).
Marketing research for measurement and calibration equipment to be
manufactured by the British-Russian Joint Venture "TE-Seversk".
Objectives
Undertake in-depth marketing research to assess the commercial potential
for six product areas identified by SCK in their strategic plan for
defence production diversification and conversion. The project titles
are as follows:
Electrolyte production based on LiPF6 for batteries
Creation of NF3 production for plasma displays
Metal oxide nanopowders used to produce ceramics
O-18 isotope production for Positron Emission Tomography (PET)
Production of the high-performance permanent magnets for industrial
applications
Manufacturing boron-10 for producing zirconium diboride targets,
which is a key component in the production of enhanced performance
nuclear fuel
Undertake market research and prepare a business plan for the Seversk
Business Development Agency, which will:
Contribute to the creation of sustainable employment for former
nuclear weapons scientists, engineers and technicians from SCK by
providing services that support the development of new small businesses.
Promote sustainable economic development of the City of Seversk
as whole.
Facilitate the establishment of a British-Russian joint venture to
provide the Russian market with high quality, competitively priced electronic
measurement and calibration equipment.
Summary
Each of the six potential products has been identified by CNCP as
having commercial potential and they would support conversion of production
facilities at SCK. Once the marketing research is carried out, a decision
will be made about whether to develop a proposal for full or co-funding
for each project.
Preparation of a feasibility study and full business plan for the
establishment and first two years of operation of a proposed Business
Development Agency in Seversk. A Terms of Reference have been developed
and the BDA has the full support of the city administration and the
SCK. The goals of the feasibility study are to identify which services
will provide the most value added (given the city administration and
institute's existing resources), set realistic and limited priorities,
and develop a financial sustainability plan.
Time Electronics is a small manufacturing company based in the UK
and will be the UK partner in the 'TE-Seversk' Joint Venture, that will
also include SCK and a Russian sales and distribution partner called
'WFTest'. The Joint Venture will manufacture measurement and calibration
equipment for the Russian market.
Cost
The DTI is funding all three projects totalling £173,597.
