The UK Closed Nuclear Centres Programme is currently assisting Kazakhstan, Ukraine, Uzbekistan
nuclear institutes to develop more robust economic and regeneration strategies and action plans to
secure long-term employment for former scientists and technicians, as the nuclear weapons complex
continues to be restructured in those countries.. Long term stability of all the centres depends on the
development of new and diversified business activities which attract new sources of income from their
countries and foreign markets. The salaries of these centres' employees have largely been dependent on
public funds.. With the cut backs in public expenditure, this could result in very substantial jobs
losses, particularly amongst former weapons scientists. Success depends on identifying, training and
supporting those with entrepreneurial and business skills to harness the considerable technology-oriented talent already
in the centres.
As a result of CNCP Programme Entrepreneurship Stimulation and Economic Development work in Russia,
a new Business Development Agency (BDA) is being established in the closed nuclear city of Seversk to
stimulate entrepreneurship and provide support for the development of new business projects.
The Agency will provide a range of business support services and the appropriate skills and

Commercialisation units at the Institutes in Kazakhstan, Ukraine and Uzbekistan created
with the CNCP support are to become important for the successful economic development of the
institutes. CNCP also assists in the creation and development of the Nuclear Technopark in Kurchatov,
Kazakhstan.
